To address substance abuse in Cayuga County and the surrounding area by assessing the scope of the problem, and identifying the risk factors that threaten the individual, the family and the community. This ongoing assessment will serve as the catalyst for developing environmental strategies to implement sustainable, prevention strategies that will reduce and prevent the substance abuse among youth and adults in the local population.
To Create a drug free and violence free environment in which youth can thrive with strong alliances between the full community and the school district. These alliances will serve as the foundation from which policies are formed, programs are developed, awareness is improved and mobilization efforts originate.
